Finally some progress on this thing now.
Spent a few hours porting the throttles, and once they were on got them all setup properly. Now there's the same amount of vacuum on all of them and the exhaust side is nice and hot on all 4.
Throttle response is MUCH better, so now it's time for some tuning.

Geesh, I wouldn't have imagined a bit of a porting mismatch would have caused that much of a difference.
